JOB TITLE:   Network Manager

STATUS:       Exempt/Full Time

REPORTS TO:         Operations Director

DEPARTMENT:       Network Group




The Network Manager serves as a hands-on leader that guides team members through required tasks including the design, build, maintenance, security and support of the network infrastructure supporting the daily business operations of Agri-Valley Communications, Inc. and its subsidiaries. This position will also ensure that the network teams serve as Tier 3 & 4 support for external customer networks and primary support for all internal IT needs company wide. The position is focused on technical and team leadership, talent development, best practice guidance, resource management, and participates in annual budgeting and capital expenditure planning.



  1. Oversees and directs all aspects of a 24/7/365 mission critical network/telecommunication infrastructure operations.
  2. Supports the company’s IP-based network, telecommunications systems, network operations center and email systems.
  3. Oversees monitoring, capacity planning, performance tuning and optimization, lifecycle management, and communications systems within the corporation. In conjunction with architecture, oversees design and implementation of any modifications or replacements.
  4. Develops and deploys methodologies for testing network performance and providing network performance statistics and reports; design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirements.
  5. Develops policies and procedures for all IT infrastructure environments.
  6. Reports key metrics related to the network infrastructure, telecommunication infrastructure and security profile to Operations Director.
  7. Provides strategic direction for growth with business plans for technology infrastructure operations capacity planning.
  8. Collaborates with internal and external teams to generate design standards and network infrastructure design SOW’s.
  9. Influences network designs to ensure seamless integration of new infrastructure and enables scalability.
  10. Leads strategic initiatives driving innovation and standardization.
  11. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
  12. Acts as a point of escalation among the Network team.
  13. Develops and deploys methodologies for testing network performance and providing network performance statistics and reports; design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirements.
  14. Manages all aspects of server maintenance and performance; acquire new servers and manage server infrastructure.
  15. Manages and ensures effectiveness of network cybersecurity solutions, firewalls, antivirus solutions, and intrusion detection systems.
  16. Conducts research and makes recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.
  17. Manages and negotiates with vendors, outsourcers, and contractors to secure network products and services.
  18. Approves and administers user accounts, permissions, and access rights to systems as necessary based on user role and responsibilities.
  19. Attends and participates in professional group meetings; maintain awareness of new trends and developments in the field of information technology; incorporate new developments.
  20. Other duties as requested or required by management.


  1. Oversees and participates in the development and administration of the network team’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors, approves, expenditures and implements adjustments.
  2. Plans, directs, coordinates, and reviews the work plan for technology staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems and meet departmental productivity goals.
  3. Provides oversight and direction to the employees in the department in accordance with company policies and procedures.
  4. Provides feedback to employees within the department on a regular basis and ensures employee performance management is documented and completed within established timeframes.
  5. Develops and establishes departmental policy standards and procedures, including training/cross training of the team and disaster recovery strategies.
  6. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures and ensures staffing levels are appropriate for service delivery needs.
  7. Ensures department employees follow established safety guidelines and departmental objectives are conducted in a healthy and safe manner.
  8. Reviews, approves and submits employee timesheets according to established guidelines.



  1. Bachelor’s degree with major(s) of: IT Systems Management, Computer Science, or related field.
  2. Minimum of 10 years of progressively responsible IT experience with a minimum of 2 years in project management and minimum of 5 years of management experience required.
  3. Experience in infrastructure capacity planning based on key attributes, continuous learner, excellent communicator, works well in a team environment, appreciates challenge, comfortable and effective working in new areas that require experimentation and rapid problem solving.
  4. Experience allocating budgets and providing guidance on large network projects.
  5. Solution oriented with the ability to quickly fix problems permanently.
  6. Ability to coordinate multiple projects and complex tasks simultaneously.
  7. Excellent interpersonal, communication and presentation skills.
  8. Ability to redefine processes and simplify as required.
  9. Must have a valid driver’s license with the ability to travel as needed.

This job operates in a professional office environment. Dress should be appropriate for frequent customer service interaction and community outreach.


Work Schedule:

Standard business work week, with ability to work after hours as needed.
